Having taken a ‘break’ in 2020 and 2021, the annual ATEM Policy Forum returns at TEMC 2022 with its 16th face-to-face edition since its establishment in 2007. The forum provides opportunities for participants to share and refine best practice approaches to policy development, discuss topical issues and current challenges in specialised and general policy areas, and present case studies, all in the name of furthering the policy development profession in our sector.

Dr Kai Jensen has managed student administration, academic governance and/or policy development at three Australian universities and two New Zealand tertiary institutions across a 25-year career. In 2017 Kai founded PolicyTrain, a consultancy specialising in helping tertiary education institutions improve their policy frameworks and policy documents. In the past four years he has helped five Australasian universities improve their policy frameworks or develop a new one, and has led large academic policy consolidation/review projects for two universities. Kai is accredited as a professional editor by the Australasian Institute of Professional Editors, has worked as a journalist and proofreader, and has a doctorate in English.
Mark Hatwell has worked in the higher education sector in Victoria since 1997, holding leadership roles across a number of student administration functions including admissions, enrolments, timetabling, curriculum management, publications, results management, and government reporting. In early 2022, Mark moved ‘beyond’ the sector to a role with Australia’s government regulator of tertiary education, TEQSA, as Director, Registration and Courses. Mark is a Fellow and Board member of ATEM and was recognised with an ATEM Meritorious Service Award in 2021.
Together Mark and Kai founded the ATEM Institutional Policy Network, and were amongst the co-authors of the two editions of ATEM’s ‘better practice’ policy guide. They received an ATEM Best Practice Award in 2015 in the Policy and Governance category for their work in establishing the Network.

Policy developers, policy managers and policy consumers at tertiary institutions throughout Australia, New Zealand and beyond. We especially welcome members of our ATEM Institutional Policy Network. We invite expressions of interest from participants to present case studies on any current work of interest or facilitate explorations of ‘hot topics’ for policy.

Participants will have access to policy experts and experienced policy practitioners, and will gain unique insights into the ‘state of play’ across the Australasian institutional policy landscape. The opportunities for participants to share, discuss, benchmark and network in a supportive environment of like-minded peers can realise great benefits for their current policy work, and facilitates common best-practice approaches to issues across our sector. All participants will become members of the ATEM Institutional Policy (if not already) so they can keep in touch with their policy peers for ongoing discussions.
